This is Vincent Valentine, from Final Fantasy VII. The reference I used is from FFVII Dirge of Cerberus: [link]
I kinda mucked up all the proportions... but i'll try and do better next time! 8D
I used paper from the printer... just cheapy copy paper
So I couldn't blend very well at all :L But, I attempted to blend with cotton buds, tissues and a paintbrush xD (it was a broken paintbrush. But I fixed it with tape 
)
I had completely lost interest by the time I got to the buckles... and it really shows
Edit: I drew a bit more of the cloak thingy; and tried to improve the buckles...
